How do you determine washing machine load size? How many medium t-shirts is 5kg?

I recently bought a 5kg capacity washing machine. How much medium sized t-shirts can I load? My machine is a top loader, with no agitator. Does the load limit include the water or just the laundry?

Btw, 5kg. is approx. 11lbs. Thanks!
